Society Response

The Society has been busy since the AGM, and has now submitted a response to the council based on your feedback and comments. You can still feed back yourself here until 15 December. You should use the code on your letter from the council if you have it, but the survey can be completed without it.

We wrote thus

Please find attached the Strathbungo Society’s response to Glasgow City Council’s proposed changes to bin collections and parking arrangements within the Strathbungo Squares, Roads, Streets, and Gardens. As a community organisation representing local residents, the Society has gathered extensive feedback, concerns, and objections from those who will be directly affected. These views are reflected in full within the attached document.

The Strathbungo Society vehemently objects to the proposals as currently presented. Residents have expressed deep concern regarding the impact these measures would have on the character of the area, the quality of life within our conservation neighbourhood, and the daily practicalities of living, working, and travelling in Strathbungo. The proposals, in their current form, fail to take into account the unique constraints of the area, the heritage considerations, and the strong and well-evidenced views of the community.

We urge Glasgow City Council to reconsider these plans and we are committed to working collaboratively to help find solutions that address the Council’s aims while preserving the safety, accessibility, and historic character of the area.

We trust that the Council will give full and serious consideration to the attached submission and to the clear objections raised by the community.

Meetings

Meanwhile, the Society had an online meeting with the council regarding the bins. The council still wishes to find a solution to the issues they face collecting from the lanes between Nithsdale Road and Queen Square. The following was agreed

• The council recognised the opposition to on-street bins and does not intend to proceed with these at present.
• Glass bin collections will cease (we think just for the affected lanes). Glass collection uses specialist large vehicles that don’t fit in the lanes. Local bin collection points will be provided instead. The council has proposed bins at the Pollokshaws Road end of Regent Park Square and Queen Square, and beside the roundabout by Bossa/1 Moray Place.
• Some have suggested resurfacing the back lanes, but that is likely to meet objections from both planning and other local residents, so is not thought to be an option.
• Discussions will continue regarding alternative solutions. The Society has suggested investing properly in smaller vehicles since it became apparent in the meeting that they currently borrow smaller vehicles from other departments. If that fails, there is still no obvious solution.

Shawlands and Strathbungo Community Council (issue with link and could not get on)

Thank you to everyone for your time to go through the issues with waste collection predominantly from two lanes, noted below. Your time and input is very much appreciated. We aim to continue these discussions with you so we can work towards effective solutions.

The meeting focus was on the following areas:
– the lane between Nithsdale Road and Regent Park Square and Moray Place section
– the lane between Regent Park Square and Queens Square and Moray Place section

– the lane between Queens Square and Merrywood Square was raised at the meeting regarding missed bin collections, due to some difficulty in accessing the lane due to parked cars, but will not be involved in the noted points below at this stage.

Three interconnected proposals in the Strathbungo area have raised concerns and issues from local residents:
• Bin collection changes from the above two lanes
• Pavement Parking
• Parking Permits

NRS provided a short overview of the problems our Operatives are experiencing when trying to service the bins here. Underfoot conditions and vehicular access.

NRS noted they were no longer able to drive down the lanes with a vehicle and Operations were no longer able to pull bins up and down these lanes.

The lanes have been site specific risk assessed since 2022, after our Operative obtained a significant injury within the lane whilst pulling a bin. Health and Safety teams and Trade Unions are involved in our internal discussions regarding the service collections here and Operations are now legitimately refusing to continue entering the lanes.

Potential solutions we discussed include:
• Residents presenting their bins to the ends of the lane for collection.
• Moving the bins to front of property collection – on the pavement or on the road, between cars. Parking difficulties with this were discussed but does happen in other areas across the city.
• Introducing Bin Hubs – this was noted on the recent Parking consultation merely as a proposal, no site assessments or locations have been sited for any bin hubs, part of our discussion with the community. Bin hubs do not have capacity for garden waste or glass waste.
• Glass bin collections – public sites only
• Tarmac the lane – this would not be favourable with some residents and NRS Planning would not allow this given the conservation status.
• Use of a Smaller Bin Vehicle – if the bins are presented front of property, a narrow-gauge vehicle can be used as normal, we would not need a smaller one. There is also difficulty due to lack of access to a smaller vehicle – there is only one in the South which must be borrowed from another department. Can create issues if the vehicle breaks down and is off the road.

Agreements reached:
– Glass Collections: Glass bins will need to be removed from the properties due to the health and safety concerns around their collection for these two lanes. NRS will provide this group with a map of proposed sites where glass could be collected from, as a public site. When agreed, residents will be lettered with this change and provided the map. Glass bins will then all be emptied from the two lanes and all wheelie bins will be removed. The glass public sites will be monitored going forward.
– Community groups will have a think about their most suitable collection solution and discuss with peers and residents to gauge whether the preferred option is front of property and end of lane collection or bin hubs on roadside.
– A further meeting will be arranged to discuss bins further.
– Community groups asked to consider further Private Lane Improvement Funding to make some underfoot condition improvements – fix some uneven/ protruding cobbles as much as possible: https://www.glasgow.gov.uk/lanetoolkit
– A separate meeting will be held to discuss Pavement Parking and Parking Permits – NRS currently discussing dates for this and will come back to the group as soon as possible.
